WTF: Chicago for Rahm?
Rahm Emanuel calls his campaign website Chicago for Rahm However, Emanuel’s campaign contribution reports tell a very different story. More than half of Emanuel’s campaign contributions came from people who provided Emanuel with addresses outside the City of Chicago (Table 1).

The Illinois State Board of Elections is the source for all tables and analyses in this post. The data for the tables and analyses come from Emanuel’s 7/1/2010 thru 12/31/2010 Semi-Annual Report and Emanuel’s 1/1/2011 thru 3/31/2011 Quarterly Report. Table 1 thru Table 5 contain only “Individual Contributions.” The names of all of Emanuel’s contributors who provided addresses outside of Chicago are listed at the bottom of this post.
Emanuel collected $5,616,616 from Chicago businesses and residents from September, 2010 through March, 2011. During that same reporting period, Emanuel accepted $7,197,332 in campaign contributions from companies and individuals who live outside of Chicago. A mere 44% of Emanuel’s campaign funds were listed with Chicago addresses compared to 56% of Emanuel’s donors who provided non-Chicago addresses. Because Illinois’ campaign contribution reporting laws do not require campaign contributors to provide information where they live and vote, there is no doubt that Emanuel collected campaign donations from Chicago outsiders at a percentage higher than 56%. In the Reform section below, there is a discussion about how to reduce the influence of non-Chicago campaign contributions. Also, the Reform section includes how the Illinois State Board of Elections can require more accurate and transparent campaign contribution reporting.
When Richard M. Daley ran for reelection in 2007, Daley collected $6,427,351.00 from Chicago and non-Chicago residents and businesses. Emanuel’s $7.1 million in non-Chicago campaign contributions is more than money than Daley’s combined contributions of $6.4 million. Emanuel’s five political opponents raised $5.1 million dollars in their efforts to become mayor of Chicago (See Table 5 below). Thus, Emanuel’s $7.1 million in non-Chicago contributions exceeded the combined contributions of his five political challengers. For various reasons Emanuel’s critics still refer to Emanuel as a Chicago outsider. The majority of Emanuel’s campaign contributions coming from beyond Chicago city limits may be the most compelling reason for calling Emanuel a “carpetbagger.”
Emanuel’s Non-Chicago Contributors Gave Nearly Twice as Much Per Donation
The average amount Emanuel received from Chicago campaign contributors compared to non-Chicago campaign contributors is as revealing as Emanuel accepting at least 56% of his contributions from non-Chicagoans. The average campaign contribution from a non-Chicago campaign donor is nearly double the amount of Emanuel’s average Chicago contribution (Table 2). The average non-Chicago campaign contribution is $5,482.00 compared to $3,122.00 for the average Chicago campaign contribution. If Chicago is for Rahm as the Rahm for Chicago website claims, why did Emanuel solicit 56% of his campaign contributions from people who don’t live in Chicago? Furthermore, if Chicagoans are for Rahm, why is the average Rahm contributor who resides outside of Chicago donating nearly twice as much as the average Rahm Chicago campaign contributor?

Chicago currently has a $5,000.00 campaign contribution limit for individuals. You may be wondering, “How was it possible for Emanuel to average $5,482.00 for each non-Chicago campaign contribution when Chicago has a $5,000.00 contribution limit?” Chicago’s campaign contribution limit law did not take effect until January 1, 2011. From September, 2010 thru December, 2010, Emanuel sought campaign contributions from wealthier, non-Chicago donors before the new law limited him to accepting no more than a $5,000.00 contribution. Emanuel concentrating his campaign fundraising efforts at the start of his campaign outside of Chicago is Emanuel’s admission that he could not have won his election without the support of wealthy, non-Chicago individuals.
The North Shore for Rahm
Instead of Emanuel calling his website Chicago for Rahm, Emanuel could have just as easily named his Internet presence, “The North Shore for Rahm.” More than 15% of Emanuel’s Sept., 2010 thru March, 2011 individual contributions came from seven North Shore suburbs (Table 3). The North Shore includes such suburbs as Evanston, Glencoe, Highland Park, Kenilworth, Lake Forest, Wilmette, and Winnetka. Depending upon whom you are talking to, the North Shore may include up to 20 other Chicago suburbs.

From these seven North Shore suburbs alone, Emanuel collected nearly $2 million dollars. Winnetka residents donated $517,000.00 to Emanuel’s campaign. Less than 4% of Winnetka’s residents are minorities. Highland Park residents donated $484,000.00 to Emanuel’s mayoral bid. Highland Park has less than 9% minorities. Emanuel’s contributors from Glencoe gave him $477,755.00. Glencoe’s population has less than 5% minorities. The conclusion from Emanuel’s North Shore contributions is that a handful of wealthy, white, suburban residents donated hefty campaign contributions to Emanuel and unduly influenced the election for the mayor of Chicago.
Chicago’s Hollywood and Manhattan Mayor
Emanuel is “Chicago’s Manhattan Mayor” because he collected $1.25 million from New Yorkers. Many of Emanuel’s New York contributors work on Wall St. and live in Manhattan. Emanuel raised more campaign funds from his California fundraiser than any of the fundraisers that he held in Chicago. Emanuel’s California campaign contributions has earned Emanuel the moniker, “Chicago’s Hollywood Mayor.” The majority of Emanuel’s $1.6 million California donations came from people who work in the entertainment industry. Contributors from four states, not including Illinois, and the District of Columbia donated a combined total of $3.2 million (Table 4).

The amount of Emanuel’s out of state contributions is staggering compared to the total amount of money Emanuel’s opponents collected altogether (Table 5). Except for Gary Chico, not one of Emanuel’s four other challengers came close to matching the $3.2 million that Emanuel received solely from out of state contributions. Emanuel’s out of state contributions alone would have been enough for Emanuel to crush his opponents. Add $4 million more in contribution dollars from wealthy, suburban contributors to Emanuel’s $3.2 million in out of state contributions and it’s no surprise Emanuel avoided a runoff by receiving more than 50% of the vote in his first attempt to become mayor.

The South and West Sides for Emanuel
Most of Emanuel’s Chicago contributions were concentrated in the near North and downtown sections of the city. The slogan, “The South and West Sides for Emanuel” is an oxymoron. Emanuel could not have paid his campaign headquarters’ utility bills with the campaign contributions he received from South and West side residents.
Indeed, Emanuel picked up minority votes from Chicago’s South and West sides. Of course, it didn’t hurt Emanuel to have President Obama’s non-endorsement-endorsement. President Obama did not publicly endorse Emanuel because the president did not want to offend Chicago’s African American leaders and voters like he did when he endorsed Mayor Richard M. Daley for reelection in 2007. Instead the president privately consented to Emanuel using pictures and videos that made it clear the president was backing Emanuel. We’ll never know for sure how many of those South and West side Emanuel votes were the result of Obama’s stealth support or bought with white, North Shore campaign contributions.
I have examined Emanuel’s campaign contributions several times. Admittedly, I don’t know every street and address in Chicago. I challenge you or your friends to find 20 Emanuel campaign contributors and $100,000.00 in Emanuel campaign donations that list South or West side addresses on Emanuel’s contributions reports. To complete the challenge, you or your friends will have to review thousands of itemized individual campaign donations that are listed on hundreds of pages.
My hunch is that more than 95% of Emanuel’s contributions came from white contributors and less than 5% of Emanuel’s donations came from minorities. More than any other politician, Emanuel’s 2011 mayor campaign epitomizes Oscar Ameringer astute political observation: “Politics is the gentle art of getting votes from the poor and campaign funds from the rich, by promising to protect each from the other.”
Three Campaign Reforms: Power to Chicago Residents and Voters
The above criticisms of Emanuel were done for a purpose. Emanuel collecting the majority of his campaign funds from people who do not live in Chicago is proof Chicago’s campaign finance laws are in need of reform. The three campaign finance reforms below make sure Chicago residents determine the outcome of their own elections. The people of Chicago deserve a Chicago city government that is of the people of Chicago, by the people of Chicago, and for the people of Chicago. Without these reforms, it is likely that campaign contributors from Glencoe, Highland Park, Los Angeles, etc. will have too much of an impact in future Chicago elections.
Reform 1: Lower Campaign Contribution Limits for Contributors Who Don’t Live in Chicago
Chicago voters were unfairly influenced because Emanuel received the majority of his contributions from campaign donors who reside outside of Chicago. There is an easy way to make sure Chicago voters control their own destiny: establish lower campaign contribution limits for contributors who don’t live in Chicago. For non-Chicago residents there could be a 50% reduction for campaign contributions for Illinois residents that don’t live in Chicago (Table 6). Currently Chicago has a $5,000.00 campaign contribution limit for individual contributions. If campaign contributors don’t live in Chicago, but live in Illinois, their campaign contribution limit will be $2,500.00 ($5,000.00 x 50%=$2,500.00). I propose that for campaign contributors who live outside of Illinois, a 25% campaign contribution limit. Thus, out of state campaign contributors may only contribute $1,250.00 to a candidate running for Chicago office ($5,000.00 x 25%=$1,250.00). By reducing the campaign contribution limits for contributors who live outside of Chicago, residents of Chicago will gain more control over their destiny.

The effect of the proposed campaign contribution limits for non-Chicago residents is apparent if we apply them to Emanuel’s 2011 campaign contributions. Applying the campaign contribution limit of 50% for non-Chicago residents who reside in Illinois, Emanuel’s North Shore contributions are cut in half from $1,983,395 to $991,698.00. When we take 25% from Emanuel’s non-Illinois contributions, Emanuel’s donations shrink from $3,216,680.00 in out of state contributions to $804,170.00. Applying the proposed campaign contribution limits to Emanuel’s North Shore and out of State contributions clearly shows that these proposed campaign contribution limits reduce the influence that non-Chicago residents have on Chicago elections.
There are already precedents of limiting outsiders’ influence in local and national elections. For example, a candidate for mayor must live in the city for one year prior to him or her running for office. The residency law demonstrates the importance of Chicago residents governing themselves. A law restricts circulators of nominating petitions for Chicago political offices to registered Illinois voters. The underlying message of only Illinois residents can circulate petitions for Chicago political offices is that the involvement of residents from other states is not welcomed in Chicago elections.
People who are citizens of countries outside the U.S. may not contribute campaign donations to any candidate running for federal, state, or local office. The foreign national campaign contribution ban clearly shows how important is to keep outsiders’ money from influencing national, state, and local elections. Given that there are numerous laws that prohibit outside influences on elections, Chicago has the right and duty to limit campaign contributions from non-Chicago residents and businesses.
Reform 2: Candidates Must List Campaign Donors Voting Address on Campaign Reports
Current Illinois campaign contribution law requires candidates to list their campaign contributors’ mailing addresses on their campaign contribution reports. The problem with listing campaign contributors’ mailing addresses is that it often produces inaccurate and non-transparent campaign contribution reports. For example, four members of the Crown Family contributed $110,000.00 to Emanuel’s 2011 campaign. James S. Crown donated $50,000.00 to Emanuel; Steven Crown, $30.000.00; Patricia Crown, $25,000.00; and Nancy Crown, $5,000.00. Emanuel listed the address of 222 N. LaSalle on his campaign contribution reports for James S., Steven, Patricia, and Nancy Crown. 222 N. LaSalle is the corporate headquarters for Henry Crown and Company. The Crowns and Emanuel did nothing improper because they followed the Illinois campaign contribution law that only requires candidates to list their contributors’ mailing addresses.
Contributors’ mailing addresses, such as the Crowns, are inaccurate in that mailing addresses are often not the same as people’s primary residence. Furthermore, contributors’ mailing addresses are not transparent as the press and the public can’t see where campaign contributors actually live and vote. Since campaign contributors donate money to candidates who will represent the people who live in their political district, it is fair and reasonable to require campaign contributors to divulge their residence.
Indeed, Emanuel received additional campaign contributions from attorneys, business owners, and executives who lawfully provided Chicago mailing addresses for Emanuel’s campaign contribution reports though they did not live in Chicago. Because of the law that allows campaign contributors to submit mailing addresses on campaign contribution reports, there is no doubt that Emanuel took in campaign contributions from non-Chicago residents at a percentage higher than the 56% listed in Table 1.
As matter of transparency, Chicago residents and voters have a right to know whether their candidates’ campaign contributions are coming from Chicago residents or non-chicago residents. The solution to this campaign contribution reporting problem is simple. Require candidates and campaign contributors to list the address where they are registered to vote on campaign contribution reports. If campaign contributors are not registered to vote, then candidates must report the addresses that their unregistered contributors use for state and federal taxes. The requirement that contributors provide their voting address or address used for state or federal taxes means Chicagoans will be able to accurately determine whether candidates’ campaign contributions are coming from in or out of the district that their candidates are vying to represent.
3. Make Individual Candidates’ Campaign Reports User Friendly
The Illinois State Board of Elections (ISBE) searchable database for campaign contributions and reports is fantastic. You can view the ISBE’s searchable database if you click here. Users of the ISBE’s database can search by name, contribution amount, occupation, zip code, etc. However, the ISBE’s database has room for improvement. Users can’t search through the records of one specific candidate. For reasons of transparency and accountability, the ISBE should correct this significant defect as soon as possible.
Rahm Emanuel’s 7/1/2010 thru 12/31/2011 Semi-Annual Report contains 1,394 itemized individual contributions that are listed on 199 pages. Emanuel’s 1/1/2011 thru 3/31/2011 Quarterly Report has 1,718 itemized individual contributions that covers 245 pages. The ISBE database does not provide its users with the ability to search only through Emanuel’s 3,000 itemized individual contributions. For example, if I wanted to search for only Emanuel’s California or Glencoe campaign contributions, I could not limit my search to those parameters. Emanuel’s 450 pages of individual campaign contribution reports make it extremely time consuming and tedious to review his campaign contributions manually. It’s not just Emanuel’s campaign contribution reports that the media and public can’t search independently. ISBE database users can’t search any candidate’s specific campaign reports.
This reform consists of the ISBE creating a database that allows the media and public to search individual candidates’ campaign contribution reports. Ideally, the ISBE will extend its current searchable database to allow independent searches of each candidate’s reports online. However, if it is too costly or unwieldily, the next best thing is to allow the media and public to download any candidate’s campaign contribution report in a format that can be imported into Microsoft Excel, Apple Numbers, or some other spreadsheet software program. Once the media and public download and import a candidate’s campaign contribution report, then they can use their spreadsheet software to create filters and advance searches that allow them to analyze the useful campaign contribution information that the state has already collected.
Below are the non-Chicago campaign contributors who appeared on Emanuel’s 7/1/2010 thru 12/31/2010 Semi-Annual Report. The purpose of listing the contributors below is to show that the information in this article is factual and to support the three campaign financing reforms mentioned above.
